A Leadership Journey Rooted in Clarity, Courage, and Human Insight
There are careers built on precision, and then there are careers built on meaning. Shirley Kadouri has built hers on both. For more than two decades, she operated at the highest levels of regulatory strategy within global healthcare organizations, navigating complexity where accuracy, compliance, and accountability were non-negotiable. Yet the defining arc of her professional life has been shaped not by frameworks alone, but by a deeper realization. Sustainable success is ultimately driven by people, how they think, decide, grow, and adapt when certainty disappears.
Today, Shirley stands at the intersection of logic and intuition, serving as a Career and Transition Coach, mentor, and educator. Her work supports professionals navigating moments of reinvention, including career pivots, leadership transitions, relocations, and personal inflection points. She helps them move forward with clarity, confidence, and authenticity. It is a role that reflects both her technical mastery and her belief that the most meaningful change begins from within.
Where Rigor Meets Curiosity
Shirley’s professional foundation was forged in the highly regulated world of life sciences and healthcare. With an MSc-level scientific background and early experience in laboratory and pharmaceutical environments, she developed a deep respect for evidence-based thinking, discipline, and structured decision-making. These qualities became the backbone of her early career in Regulatory Affairs, where precision was not optional. It was essential.
Her formative years included regulatory roles across Israel and Europe, exposing her to global regulatory systems, multicultural environments, and the realities of working across borders. This international exposure shaped not only her professional agility, but also her personal resilience. Living and working as an expat across several countries required constant adaptation, an experience that would later inform her empathetic approach to coaching others through uncertainty.
From early on, Shirley demonstrated a natural inclination toward mentoring and developing others. Even in technical roles, she found herself drawn to the human side of leadership. She supported colleagues, translated complexity into clarity, and helped teams grow into their potential. What began as instinct would later evolve into purpose.
Leadership Inside Complex Systems
Shirley’s ascent within the healthcare industry is marked by depth, scale, and trust. Her long tenure at Medtronic, where she spent over 14 years, placed her at the heart of global regulatory leadership. As a Regulatory Affairs Manager, she led highly diverse, multicultural teams responsible for supporting regulatory submissions tied to a significant portion of the company’s revenue-driving medical devices.
Her leadership extended beyond operational excellence. Shirley recruited, mentored, and developed regulatory professionals at all stages of their careers, fostering autonomy, accountability, and confidence. She spearheaded large-scale exemption-approval programs across more than 15 EU member states, securing treatment continuity for hundreds of patients. She also served as a primary point of contact with Notified Bodies, building relationships rooted in trust, credibility, and collaborative problem-solving.
Later, as Associate Director of Regulatory Affairs at BD, Shirley guided regulatory teams through international expansion, drove process efficiencies, and aligned compliance strategies with business growth objectives. Her reputation as a strategic thinker and steady leader grew. So did her awareness that her greatest impact came from empowering people, not just systems.
A pivotal internal shift occurred during her first managerial role. While she excelled in technical leadership, she recognized that what truly energized her was helping individuals gain confidence, navigate challenges, and thrive. Around the same time, she was introduced to professional coaching. The experience was transformative.
“What I had been sensing and practicing intuitively for years finally had a name and a structure,” she reflects.
That insight, combined with the experience of navigating multiple redundancies, catalyzed her transition toward a new chapter.
Guiding People Through Change
Today, Shirley’s work spans coaching, mentoring, and education, with each strand reinforcing the others. As the Founder of Shirley S K Coaching, she supports academics and professionals, particularly within healthcare, MedTech, Pharma, and Biotech, through career development and professional transitions. Her clients range from early-career professionals to seasoned leaders, many navigating cross-border moves, leadership entry points, or moments of professional reassessment.
What distinguishes Shirley’s approach is her ability to balance analytical rigor with intuitive insight. Having come from data-centric environments where intuition is often undervalued, she actively helps clients reconnect with their inner sense of knowing.
“I often hear clients apologize for following their intuition,” she notes. “My role is to help them trust it, while grounding decisions in clarity and self-awareness.”
Client outcomes speak volumes. One client, navigating a challenging cross-border transition, shared that Shirley’s coaching enabled her to secure a role while regaining confidence and self-trust.
“What makes Shirley exceptional is her ability to guide you toward the answers already within you,” the client reflected. “By emphasizing authenticity over templates, everything became clearer, my values, my goals, my direction.”
In parallel, Shirley contributes to broader societal impact through her work as a Job Coach with Powercoders, mentoring refugees and migrants in accessing meaningful employment, and as a Career Mentor with DuoL, supporting professionals aged 45+ in re-entering the workforce. These roles reflect her commitment to inclusivity, dignity, and equal opportunity.
As an educator, Shirley serves as a Guest Lecturer at Tel Aviv University, where she teaches within master’s programs focused on medical technology development and regulatory science. Her lectures bridge theory and practice, preparing the next generation to navigate Europe’s complex healthcare regulatory landscape with confidence.
A Legacy of Empowered Decision-Making
At the core of Shirley Kadouri’s work is a simple yet powerful belief. Everyone is creative, resourceful, and capable. Her vision is not to create dependence, but to cultivate self-trust. She is intentional about helping clients recognize their strengths, embrace their unique “special sauce,” and move forward with grounded confidence, even when the path ahead is unclear.
Looking forward, Shirley continues to deepen her impact as a coach, mentor, and educator. She integrates neuroscience, positive psychology, and intuitive tools to support holistic decision-making. Her legacy is one of empowered leadership, leaders who think clearly, act authentically, and carry that way of being into how they influence others.
