Born on Homestead Air Force Base in Florida, she spent part of her childhood in Miami before moving to Newport News in 1994 at the age of ten.

Growing up in a household rooted in both discipline and community involvement gave her an early perspective on service and responsibility. Her father, Wardell Boyle, served as an Air Force Master Sergeant before later becoming a high school teacher in Newport News. Her mother, Lois Boyle, built a career as a business owner in the court reporting industry while also founding a regional nonprofit organization. Watching both parents balance professional work with community impact introduced Tiffany to the idea that leadership extends far beyond titles or positions. Education became an important part of that foundation. Tiffany earned an associate degree from Thomas Nelson Community College before completing a bachelor’s degree in Business Administration at Virginia Wesleyan College.
She later earned a master’s degree in Management with a focus on Non-Profit and Association Management from the University of Maryland University College. Her leadership development continued through executive education at Harvard Kennedy School and a Financial Management Certificate from Cornell University.
At the same time, family remained central to her perspective. In 2017, Tiffany entered a historic chapter when she became the first African American woman elected as Commissioner of the Revenue for Newport News, Virginia. Since taking office in January 2018, she has overseen tax assessments, revenue administration, compliance operations, and taxpayer services while managing a multimillion-dollar budget and leading a team of more than 40 professionals. Under her leadership, the office implemented operational changes focused on modernization, accessibility, and communication. Online services for business owners were expanded, outreach efforts increased, and new initiatives such as TIPS, RestauranTIPS, and BOSSES were introduced to help taxpayers, seniors, and entrepreneurs better navigate financial and tax-related systems.
